The British Embassy in Baku marked the Official Birthday of His Majesty King Charles III with a reception that also served as an important milestone for the United Kingdom’s newly appointed Ambassador to Azerbaijan, Duncan Norman. Delivering his first major public address since arriving in Baku, the Ambassador used the occasion to outline his priorities and vision for the future of the UK-Azerbaijan relationship.
Addressing government officials, diplomats, business representatives and members of civil society, Designate Ambassador Norman emphasized that his arrival in Azerbaijan felt less like the start of a new chapter and more like a return to familiar ground.
“Although I arrived only four weeks ago, I first came to Baku in 1999,” he recalled. “The transformation since then has been remarkable.”
Describing present-day Azerbaijan as “dynamic, modern and globally connected,” the Ambassador highlighted what he called a historic opportunity for the South Caucasus. Referring to the prospects for peace in the region, he stressed that the benefits would extend far beyond politics.
“For the first time in a generation, there is a genuine prospect of lasting peace in the South Caucasus,” he said. “Peace would unlock new trade, investment and connectivity across the region. The challenge now is to make peace irreversible.”
The speech underscored the evolution of UK-Azerbaijan relations over more than three decades. While acknowledging that cooperation began in the energy sector, Ambassador Norman made clear that the partnership has grown considerably and now encompasses a broad range of areas.
“I have the privilege of building on more than three decades of cooperation between the United Kingdom and Azerbaijan, which has now developed into a Strategic Partnership,” he noted.
Energy remains a cornerstone of bilateral relations, with BP’s investments playing a central role in Azerbaijan’s economic development. However, the Ambassador stressed that the relationship today extends far beyond oil and gas.
“Our partnership extends far beyond energy,” he said.
He pointed to expanding cooperation in defense and security, noting that the two countries are working together to combat illegal commodity smuggling across international borders. British companies, meanwhile, are increasingly active in sectors including aviation, infrastructure, finance and artificial intelligence.
The Ambassador also highlighted Britain’s contribution to humanitarian demining efforts in the Karabakh region.
“We are proud of our support for mine clearance in Karabakh, helping communities rebuild and recover,” he stated.
People-to-people contacts and educational cooperation were also among the priorities highlighted during the evening. Ambassador Norman praised the role of the British Council and welcomed the growing number of Azerbaijani students choosing the United Kingdom for higher education.
“The number of young Azerbaijanis choosing to study in the United Kingdom reflects both the strength of those links and the outstanding work of the British Council,” he said.
He also reaffirmed Britain’s commitment to promoting opportunities for women and girls, acknowledging the contribution of UK alumni and various networks that strengthen bilateral ties.
In a lighter moment, the Ambassador paid tribute to one of Azerbaijan’s most famous sporting figures, Tofiq Bahramov, whose decision as linesman during the 1966 FIFA World Cup final remains legendary in English football.
“As the linesman who ruled England’s third goal onside in the 1966 World Cup Final, he secured his place in English football history,” Norman remarked. “Sixty years later, England fans remain grateful.”
Concluding his address, Ambassador Norman made it clear that he intends to further deepen and broaden relations between the two countries during his tenure.
“Looking ahead, I am determined to see the UK-Azerbaijan partnership grow in ambition and impact,” he declared. “Tonight is the next step on that journey.”
On behalf of the Government of Azerbaijan, Deputy Minister of Energy Orkhan Zeynalov extended his sincere congratulations to the friendly people of the United Kingdom and welcomed the newly appointed Ambassador, Duncan Norman, wishing him success in his diplomatic mission.
The deputy minister said that the long-standing friendly relations between the two countries are built on mutual trust and shared strategic interests.
Azerbaijan and the United Kingdom are set to sign a new bilateral Partnership and Cooperation Agreement in the near future to give a fresh impetus to their multifaceted strategic relations, Zeynalov said during the reception.
